Not sure this is a good idea
I'm no expert on Latin American affairs, but it seems to me that arming militias with training and weapons to help defend the country is anathema to the idea of "rule of law". Chavez has called on training and arming civilians out of an obvious fear of the "right wing" opposition to his government. This may ultimately fuel his opposition and actually trigger more "outside" involvemnet in his ouster. Likewise he's starting to look like he's ready to join the tin foil hat club; though if I were in the opposition, that would be one of my goals -- make him undermine himself.
